(a) The Council shall consist of five members, one of whom shall be elected from the City at large and four shall be elected from districts within the City called wards. Members of the Council shall serve for overlapping terms of four years each beginning on the first day of January following their election.
Ward boundaries existing at the time this revised Charter is adopted shall continue in effect until revised or changed in accordance with the provisions of this revised Charter.
(b) Persons serving as members of Council at the time this revised Charter becomes effective shall continue in office for the remainder of their existing terms and until their successors are elected or appointed as provided under this revised Charter.
