ARTICLE I
POWERS OF THE CITY
   SECTION 1.01. NAME AND BOUNDARIES.
   The municipal corporation heretofore known as the Village of Bryan, Ohio, was advanced to a City as result of the 1940 census. The municipal corporation now existing and known as the City of Bryan, Ohio, shall continue to be a body politic and corporate under the name of the City of Bryan, Ohio, and with the same boundaries and with power and authority to change its boundaries and annex other territory contiguous thereto in the manner authorized by the general laws of Ohio.
   SECTION 1.02. POWERS.
   The City of Bryan, Ohio, shall have all powers now or hereafter granted to municipalities by the Constitution and laws of the State of Ohio, and all such powers shall be exercised in the manner prescribed by this Charter, and if not prescribed herein, then in such manner as now or hereafter may be prescribed by ordinance or resolution, and if not prescribed by ordinance or resolution, then in such manner as prescribed by the general laws of Ohio until the manner of the exercise of such powers shall be prescribed by ordinance or resolution.
   SECTION 1.03. POWERS NOT EXCLUSIVE.
   The enumeration of particular powers of this Charter shall not be held or deemed to be exclusive of other powers, but such other powers in addition to the powers enumerated herein. The City shall possess all other powers which under the Constitution and laws of Ohio, it would be competent for this Charter specifically to enumerate.
