The purpose and intent of this chapter is to improve and ameliorate the health, safety, well-being and convenience of the residents and business persons of the City and their property by reducing the attractiveness of potential hiding places for miscreants which shall in turn discourage acts of vandalism, assault and other crimes against persons and property.

The owner(s) of each retail, commercial, industrial or warehousing establishment shall provide lighting as follows:
(a) The exterior premises of each such facility shall be properly and sufficiently illuminated, especially doorways, windows and other areas of access to a building.
(b) All parking areas, driveways and areas of access from the roadway shall also be properly and sufficiently illuminated.
(c) (1) All areas required by this chapter to be illuminated shall satisfy an inspection by the City Electrical Inspector as to the following: sufficiency of illumination, Electrical Code specifications and the general purposes of Section 1359.01.
(2) Basic light shields shall be provided to direct the illumination in a downward fashion rather than to be dispersed over a broad area, so that it does not become a nuisance to the residents in the immediate area. Approval of the Electrical Inspector is required.

(a) The requirements of this chapter shall be applicable during the hours between dusk and dawn.
(b) The requirements of this chapter shall be applicable regardless of whether the establishment is open during the night hours and regardless of whether the buildings are abandoned or in regular use.

All lighting required under this chapter shall be installed and maintained subject to the provisions of Chapter 1305.
