A violation of this Part or Plan violates the provisions of any Plan created under this Part or any other term of this Part will be subject to the following sanctions; created under this Part is a summary offense and any person or owner who violates the provisions of any Plan created under this Part or any other term of this Part will be subject to the following sanctions:
1. Upon a first offense a written notice from the Municipal Authority or its representative.
2. Upon conviction of a second violation be subject to a fine not to exceed $100.
3. Upon conviction of a third or subsequent violation be subject to a fine not to exceed $1,000 plus costs together with reasonable attorney fees, and also the Authority is authorized to restrict that person or owner’s service by reducing the flow through the curb box valve supplying that person or owner by 60 percent.
