No person shall drill, install, construct, alter or request bid proposals for construction, drilling or improvement on any parcel of land within the Borough of a well or other private water supply system without first obtaining a permit, indicating that the site is not subject to §26-102 of this Part, or that such additional water supply system is otherwise warranted, and that such proposed private water supply system is in compliance with §26-102 of this Part.
