It shall be the duty of all owners of real estate in the Borough of Blossburg to trim and keep trimmed the limbs, branches and foliage of all trees growing upon such property or upon or along the street or sidewalk abutting upon such property, so that there shall at all times be a clearance of at least 14 feet between all overhanging limbs, branches and foliage and the surface of the street below, and at least 8 feet between such overhanging limbs, branches and foliage and the surface of the sidewalk below. Any failure to trim or to keep trimmed any tree as herein required shall constitute a violation of this Part.
