The Shade Tree Commission of the Borough of Blossburg is hereby authorized to require owners of property in the Borough, upon 30 days’ notice from the said Commission, to cut and remove any plant, shrub or tree, growing upon such property, that shall be afflicted with the Dutch elm or other disease. All such notices shall be served upon the owner of the property, if such owner is a resident of the Borough. If such owner is not a resident, the notice shall be served upon the agent or tenant of the owner, or upon the occupant of such premises. If the owner has no agent or tenant or if there is no occupant of such property, then service shall be by notice posted upon such premises.
