No final plan shall be approved by the Borough Council, until the improvements required by this Chapter are constructed in a satisfactory manner and approved by the Borough Council. In lieu of such construction, the Borough Council may grant final approval prior to completion providing the applicant complies with the completion of improvements or guarantee of completion requirements of this Chapter.
