A Recreation Board is hereby established in and for the Borough of Blossburg. The Board shall consist of nine members, six of whom shall be appointed by the Borough Council, and three of whom shall be appointed by the Directors of the Southern Tioga School District. Each of the Borough appointees shall serve a term of 5 years with said terms staggered so that at least one member’s term will expire each year. Each of the School District Appointees shall serve a term as shall be set by resolution of Council. Vacancies shall be filled in the manner prescribed by law. The Recreation Board shall perform all duties and may exercise all powers vested by law in Borough Recreation Boards; subject, however, to the right of Borough Council to designate the specific recreation places to be supervised and maintained, and within the moneys made available by the Borough Council and/or other taxing bodies and budgeted for such specific recreation places and the supervision and maintenance thereof.
