It shall be unlawful for any person to place or throw any refuse or discarded material or objects, of whatever nature or kind, upon any sidewalk in the Borough of Blossburg, except in a receptacle provided for the purpose. Provided: nothing herein shall require that the Borough provide a sidewalk refuse receptacle upon any sidewalk in the Borough. Provided further: such receptacles, where provided, shall be intended only for material or objects incidentally discarded by pedestrians, and it shall be unlawful for any person to bring to any such receptacle and to deposit therein, refuse produced or accumulated elsewhere.
