1. The failure to comply with any written or printed notice presented to a property owner shall constitute guilt of violation of this article. Each separate day of such failure or refusal to comply shall constitute a separate offense.
2. At its option and in conjunction with prosecution for a violation or violations, the Borough may cause the work required in said notice to be completed and the costs for the work, plus a 10% administrative fee, be imposed upon and collected from the property owner in like manner as municipal claims are collected or by action in assumpsit.
