§21-202.   Requests for Establishment of Grade.
   Any person or persons desiring to build a sidewalk on any street where there is no grade established shall, before building same, request the Borough Council to establish a grade, and it shall be the duty of Borough Council to establish a grade within 15 days from date of such request.
