The Authority is hereby authorized and empowered to undertake within the Borough the control and methods of holding tank use, sewage disposal and sewage collection and transportation thereof. Nothing contained herein shall prohibit or restrict the Authority from delegating or contracting the collection and disposal of holding tank waste, provided the delegee or contractee follow all Borough ordinances, and all applicable rules and regulations of the administrative agencies and Commonwealth of Pennsylvania.
