When the location of a subdivision, as defined by the Pennsylvania Sewage Facilities Act of 1966, 35 P.S. § 750.1 et seq., and the rules and regulations promulgated by virtue of said Act, within Blossburg Borough, Tioga County, Pennsylvania, legally necessitates the revision of, or supplement to, the official Water and Sewage Plan of said Borough, it will be the responsibility of the subdivider, and/or the developer as defined by the Pennsylvania Sewage Facilities Act of 1966, 35 P.S. § 750.1 et seq., and the rules and regulations promulgated by virtue of said Act to supply to the Council of said Borough the required information, data, maps, plans, tests, and other documents for such supplement or revision, and also to require subdividers and/or developers to wait until an official plan revision or supplement is approved by both the municipality and the Department of Environmental Protection prior to the sale of lots or construction on the subdivision.
