If any provision §10-103 is not complied with, the Borough Manager is hereby authorized and empowered, within 10 days from written notice to the owner or occupant in default, to cause such grass, weeds and/or other vegetation to be removed, trimmed or cut, as required by §10-103, and the cost of such removal, with an additional amount of 10 percent shall be collected by the Borough from such owner or occupant in default, in the manner provided by law.
