DIVISION A: PURPOSE AND DEFINITIONS
§ 22.01 PURPOSE.
   M.S. §§ 462.358 and 505.03, as they may be amended from time to time, convey responsibilities and authority to cities for the establishment of platting and regulations. The purpose of this chapter is to establish platting and regulations that:
   (a)   Provide for the orderly, efficient and safe development of land, urban services and facilities;
   (b)   Promote the public health, safety and general welfare of the community by establishing physical standards, design requirements and procedures for the platting and of land; and
   (c)   Establish procedures that permit flexibility in land development.

§ 22.02 DEFINITIONS.
   The following words and terms, when used in this chapter, shall have the following meanings unless the context clearly indicates otherwise
   DEVELOPMENT REVIEW COMMITTEE. Those persons designated by the City Manager whose work on a day-to-day basis involves processing or review of development projects.
   FINAL PLAT. The formal layout of a proposed encompassing all requirements imposed by the City Council and prepared by a registered land surveyor licensed in the state.
   ISSUING AUTHORITY. The City Manager or designated representative.
   LOT. A , plot or portion of a or other of land intended as an individual unit for the purpose, either immediate or future, of transfer of ownership, or possession, or for development.
   LOT CONSOLIDATION. The combination of two or more into a lower number of .
   LOT LINE ADJUSTMENT. The adjustment of a line by the relocation of one or more common boundaries between .
   LOT, PLATTED. A of land described in whole by a numbered and block of a , of a registered land survey (RLS) or of an Auditor’s Subdivision. The term PLATTED LOT does not include of a or portions of a numbered and block of a , of an RLS or of an Auditor’s Subdivision. The term PLATTED LOT does not include outlots of a plat.
   MASTER RIGHT-OF-WAY PLAN. Any plan or map, approved by the City Council, that denotes needed street right-of-way widths for public improvements. Examples include approved EIS documents, adopted district plans, the Comprehensive Plan, and any other adopted plan or map. The MASTER RIGHT-OF-WAY PLAN may be electronic (GIS) or hardcopy.
   MINOR SUBDIVISION PROCEDURE. The approval process of Type I as described in § 22.04 and as referenced in M.S. § 505.03, subd. 1, as it may be amended from time to time.
   OUTLOT. A of land described by reference to a lettered outlot of a , which is intended for open space, right-of-way, drainage, holding or other purpose for which no private development is presently intended.
   PARCEL. A unit of land described by and block, by designation, by designation in a registered land survey, or by other legal descriptions.
   PLAT. The drawing or map prepared for filing of record pursuant to M.S. Chapter 505, as it may be amended from time to time, and containing all elements and requirements set forth in this Chapter 22.
   PRELIMINARY PLAT. A formal layout of the proposed meeting the requirements of this Chapter 22.
   SUBDIVISION. The separation of a parcel of land into two or more parcels, or long-term leasehold interests where the creation of the leasehold interest necessitates the creation of streets, roads or alleys for residential, commercial, industrial or other use or any combination thereof, except those separations:
      (a)   Where all the resulting parcels or interests will be 20 acres or larger in size and 500 feet in width for residential uses and five acres or larger in size and 300 feet in width for commercial and industrial uses;
      (b)   Creating cemetery burial ; or
      (c)   Resulting from court orders, or the adjustment of a line by the relocation of a common boundary.
   TAX PARCEL COMBINATION. Where two or more parcels with separate tax or property identification numbers are combined under one tax or property identification number for the purpose of receiving a single-tax statement.
   TAX PARCEL SPLIT. Where two or more parcels that were previously combined under one tax or property identification number for the purpose of receiving a single-tax statement are assigned new tax or property identification numbers for two or more of the parcels.
   TRACT. A described by letter in a registered land survey.
