M.S. §§ 462.358 and 505.03, as they may be amended from time to time, convey responsibilities and authority to cities for the establishment of platting and
regulations. The purpose of this chapter is to establish platting and
regulations that:
(a) Provide for the orderly, efficient and safe development of land, urban services and facilities;
(b) Promote the public health, safety and general welfare of the community by establishing physical standards, design requirements and procedures for the platting and
of land; and
(c) Establish procedures that permit flexibility in land development.
