§ 274.03 POWERS AND DUTIES OF COMMISSION.
   The Youth Commission shall make recommendations to, and for implementation by, Council as to appropriate measures necessary in carrying out a comprehensive program of youth services, and for that purpose shall have the following powers and duties:
   (A)   To conduct public meetings, educational programs and, when it deems necessary, to hold hearings on matters concerning the youth of the city;
   (B)   To engage in and promote research and studies in providing information concerning the nature and extent of the needs of youth;
   (C)   To cooperate and work with all public and private agencies and organizations serving youth, to create functional links between the agencies and organizations and their programs in order to eliminate gaps between services and undesirable duplication of services and to promote rational utilization of the existing facilities and resources for the benefit of youth;
   (D)   To act on matters referred to the Commission by Council;
   (E)   To cooperate with federal, state, county and city governments and with other local community agencies, either public or private, whenever it deems the action appropriate in carrying out the policies of the Commission; and
   (F)   To submit an annual report to Council on all activities of the Commission, together with recommendations and future goals as it deems appropriate.

§ 274.04 ESTABLISHMENT OF BOARD; COMPOSITION; TERMS OF OFFICE.
   (A)   There is hereby established a Youth Advisory Board to consist of not more than 25 voting members representing as broadly as possible the social, academic and religious structure of the city. Board members shall serve for one-year terms. No member shall serve more than two consecutive terms.
   (B)   The members of the original Board shall be appointed by the Mayor, with the consent of Council. The successor to each member shall be appointed by a nominating committee consisting of three Youth Commission members and four Youth Advisory Board members, one of whom shall be elected by them to serve as Chairperson. The ex officio members of the Youth Commission shall also serve as nonvoting members of the Board.
   (C)   The Board shall organize itself and elect a Chairperson, a Secretary and other officers as it may wish from among its membership. Vacancies on the Board shall be filled for the unexpired term of the member whose place has become vacant in the manner provided in this section for the appointment of a successor to a member. A member who misses two consecutive meetings, or a total of three meetings in any one year of appointment, shall have vacated his or her seat on the Board.

§ 274.05 BOARD MEETINGS; QUORUM; RULES OF PROCEDURE.
   Not fewer than eleven meetings of the Youth Advisory Board shall be held annually, and special meetings shall be held at the call of the Board Chairperson. All meetings shall be open to the public. The Board shall keep minutes of its proceedings and report to the Youth Commission all business conducted at the meetings. A majority of the voting members of the Board shall constitute a quorum for the conduct of business, and the Board may act by a majority vote of those present. The Board may adopt its own rules of procedure not inconsistent with this chapter.

§ 274.06 POWERS AND DUTIES OF BOARD.
   The Youth Advisory Board shall be advisory to the Youth Commission and for that purpose shall have the following powers and duties:
   (A)   To hold open meetings to solicit youth opinions and concerns, as well as youth-related concerns of other city residents;
   (B)   To develop and propose programs and activities for youths of the city, including community improvement projects;
   (C)   To engage in research and studies to provide information concerning the nature and extent of the needs of the city’s youth;
   (D)   To investigate complaints pertaining to youth problems and needs;
   (E)   To consider matters referred to the Board by the Youth Commission and to make recommendations to the Commission as to appropriate measures for carrying out a comprehensive program of youth services;
   (F)   To foster a spirit of leadership and civic responsibility among the youth of the city;
   (G)   To submit its annual report both to the Youth Commission and to Council, together with recommendations as the Board deems appropriate; and
   (H)   To nominate two of its members for each vacancy in the youth membership of the Youth Commission as provided for in § 274.01.
