§ 274.03 POWERS AND DUTIES OF COMMISSION.
   The Youth Commission shall make recommendations to, and for implementation by, Council as to appropriate measures necessary in carrying out a comprehensive program of youth services, and for that purpose shall have the following powers and duties:
   (A)   To conduct public meetings, educational programs and, when it deems necessary, to hold hearings on matters concerning the youth of the city;
   (B)   To engage in and promote research and studies in providing information concerning the nature and extent of the needs of youth;
   (C)   To cooperate and work with all public and private agencies and organizations serving youth, to create functional links between the agencies and organizations and their programs in order to eliminate gaps between services and undesirable duplication of services and to promote rational utilization of the existing facilities and resources for the benefit of youth;
   (D)   To act on matters referred to the Commission by Council;
   (E)   To cooperate with federal, state, county and city governments and with other local community agencies, either public or private, whenever it deems the action appropriate in carrying out the policies of the Commission; and
   (F)   To submit an annual report to Council on all activities of the Commission, together with recommendations and future goals as it deems appropriate.
