§ 274.01 ESTABLISHMENT OF COMMISSION; COMPOSITION; TERMS OF OFFICE.
   (A)   There is hereby established a Youth Commission of and for the city. The Commission shall consist of nine voting members appointed by the Mayor with the consent of Council. Six of the members shall be adults and three of the members shall be youths. The latter shall be in at least the seventh grade of school and at least 12, and not yet 19, years of age. A successor to a youth member shall be chosen from among two nominated by the Youth Advisory Board from among its members.
   (B)   Five of the members of the Commission shall be appointed for one-year terms, and the successors to the members shall be appointed for two-year terms. Four members of the Commission shall be appointed for two-year terms, and the successors to the members shall be appointed for two-year terms. No member shall serve more than two consecutive terms.
   (C)   A member of the Playground and Recreation Department, designated by the Playground and Recreation Commission, and a member of the Police Department, designated by the Superintendent of Police, shall serve, ex officio, as nonvoting members of the Youth Commission. One of the members of the Commission shall be designated by the Mayor to be the Chairperson of the Commission and shall hold office as Chairperson until a successor is appointed. The Commission may elect other officers as it wishes and shall elect a Secretary who need not be a member of the Commission.
   (D)   Vacancies on the Commission shall be filled for the unexpired term of the member whose place has become vacant in the manner herein provided for the appointment of a member. A member who misses two consecutive meetings, or a total of three meetings in any one year of appointment, shall have vacated his or her seat on the Commission.
