§ 274.04 ESTABLISHMENT OF BOARD; COMPOSITION; TERMS OF OFFICE.
   (A)   There is hereby established a Youth Advisory Board to consist of not more than 25 voting members representing as broadly as possible the social, academic and religious structure of the city. Board members shall serve for one-year terms. No member shall serve more than two consecutive terms.
   (B)   The members of the original Board shall be appointed by the Mayor, with the consent of Council. The successor to each member shall be appointed by a nominating committee consisting of three Youth Commission members and four Youth Advisory Board members, one of whom shall be elected by them to serve as Chairperson. The ex officio members of the Youth Commission shall also serve as nonvoting members of the Board.
   (C)   The Board shall organize itself and elect a Chairperson, a Secretary and other officers as it may wish from among its membership. Vacancies on the Board shall be filled for the unexpired term of the member whose place has become vacant in the manner provided in this section for the appointment of a successor to a member. A member who misses two consecutive meetings, or a total of three meetings in any one year of appointment, shall have vacated his or her seat on the Board.
