   The following Charter was adopted at an election held June 2, 1981 pursuant to Article XVIII, Section 8 of the Ohio Constitution. The first amendments to the Charter were approved at an election held November 4, 1986. The second amendments to the Charter were approved at an election held November 6, 1990. The third amendment to the Charter was approved at an election held November 3, 1992.  The fourth amendment to the Charter was approved at an election held November 4, 1997.  The fifth amendment to the Charter was approved at an election held November 2, 2004.  The sixth amendment to the Charter was approved at an election held November 3, 2009.  The seventh amendment to the Charter was approved at an election held November 4, 2014.
