SECTION 9.05.   APPEALS TO THE COUNCIL FROM PLANNING COMMISSION AND BOARD OF ZONING APPEALS.
   Decisions of the Planning Commission and the Board of Zoning Appeals may be appealed to the Council of the City by filing a petition with the Clerk of Council within fifteen (15) days from the date of the decision and setting forth the facts of the case. Procedures governing such appeals shall be established by the zoning ordinance or by other ordinances. The Council shall hold a public hearing on such appeal not later than thirty (30) days after such appeal has been filed with its Clerk. The Council by an affirmative vote of four (4) of its members shall decide the matter, and their decision shall be final.
