The Council, by an affirmative vote of five (5) members of Council, shall appoint a City Manager and shall authorize the Mayor to sign on behalf of the Council, a contract with the City Manager setting forth the terms of employment, compensation, and separation from employment with the City Manager as deemed appropriate by the Council. No term established herein shall establish an expectation of continued employment except as provided in the contract.
