During the absence or disability of the City Manager, the City Manager may designate in writing, submitted to the Mayor, the appointment of a person who is currently employed by the City to act as the temporary chief administrative officer, to exercise the powers and perform the duties of the City Manager. Such exercise of powers shall not exceed 90 consecutive days without an affirmative vote of the majority of the Council. In the event the City Manager does not designate an appointee, the Council may appoint an interim City Manager.
