6-4-302: PRETOW NOTICE FOR ABANDONED VEHICLES:
   A.   Not less than seven (7) days prior to towing any abandoned vehicle pursuant to subsection 6-4-301A of this part, the village shall forward written notice of its intent to tow by certified mail, return receipt requested or personal service, to the address of the owner of the vehicle and the lienholder if any, as indicated in the most current registration list of the secretary of state of the state in which such vehicle is registered. The notice shall provide:
      1.   A description of the make, model, year and color of the vehicle; and
      2.   The vehicle identification number and the number and state of the license plate displayed on the vehicle; and
      3.   The location of the vehicle and a description of the circumstances indicating that it has been abandoned, and the name of the officer authorizing the tow; and
      4.   A statement that the village will tow and store the vehicle at the expense of the owner if the vehicle is not moved, and if the vehicle is not claimed by a certain date, it will be sold; and
      5.   A copy of this part, or a description of the owner's rights to consent the legality of the towing and a telephone number of the village through which the owner and/or lienholder may obtain more information; and
      6.   Such other information as required by law.
   B.   On or before the day of mailing of the aforesaid written notice, a sticker or notice stating the village's intention to tow the vehicle, the earliest date upon which the tow may take place and the address and phone number of the village police department shall be attached to the vehicle.
