The Director of Finance is prohibited from disbursing municipal funds, issuing any warrants, or making any payments of any nature whatsoever (including but not limited to payments of invoices, credit card statements or any other statements) for services of outside legal counsel that is representing the Municipality, or any officer, employee, department, board or commission of the Municipality, including the Board of Municipal Utilities, in any manner whatsoever, in violation of the Charter or any municipal ordinance or law, including but not limited to Chapter 234.
