7-1A-3: EXCEPTIONS:
The prohibition provided for in section 7-1A-2 of this article shall not apply to the following:
   A.   Any person using a hands free device for voice communication, provided that that person does not touch the mobile telephone through which that device functions while operating or using the vehicle;
   B.   Any person using a mobile telephone to call 911 or other emergency telephone number to contact public safety forces;
   C.   Any person using a mobile telephone while maintaining a motor vehicle in a stationary and parked position with the transmission in park or neutral. (Ord. 11-06-06, 6-20-2011)
7-1A-4: PENALTY:
   A.   Whoever violates any provision of this article shall be fined as provided in subsection 1-3-1A of this code for each offense.
   B.   Whoever violates any provision of this article and such violation occurs during a vehicular collision shall be fined as provided in subsection 1-3-1A of this code for each such offense. (Ord. 11-06-06, 6-20-2011)

7-1C-1: PROHIBITION:
No person shall make unnecessary noises with a motor vehicle by squealing tires, excessive acceleration or revving of engine or by emitting unnecessary and loud muffler noises or exhaust smoke, which unreasonably disturbs the peace, quiet, and comfort of pedestrians, individuals on sidewalks, neighbors and passers-by or is plainly audible at a distance of seventy-five (75) feet from any person in a commercial, residential, retail, or public space.
