(A) The approval of the improvement plans by the City Engineer, when improvements are required, shall be a condition precedent to the approval of the final map for the subdivision by the Council.
(B) Requests by the subdivider for the approval of minor revisions appearing necessary or desirable during construction shall be submitted to the City Engineer and shall be accompanied by suitable drawings in a reproducible form for review. The City Engineer shall act upon such requests and if approved shall return one copy of such drawings bearing the approval to the subdivider's engineer.
