§ 92.01 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ANIMAL. Dog or cat, male and female.
   ANIMAL SHELTER. Any premises designated by the City Council for the purpose of impounding and caring for dogs, cats, other domesticated animals, or non-domesticated animals, held under the authority of this subchapter or state statutes.
   KENNEL. Any premises where more than three of any type of domestic animals over six months of age are present as owners' pets, or accepted for boarding, breeding, training, or sale, except when located in a pet shop or veterinary clinic.
   OFFICER. Any law enforcement officer of the city, animal control officer, and any persons designated by the city to assist in the enforcement of this subchapter.
   OWN. To have a property interest in, or to harbor, feed, board, keep, or possess.
   OWNER. A person who owns an animal hereby regulated.
   RESTRAINT. A dog or cat shall be deemed under restraint if it is on the residential premises of its owner, or if accompanied by a responsible person and under that person's effective control. UNDER THAT PERSON'S EFFECTIVE CONTROL shall mean effectively restrained by:
      (1)   A chain or leash not exceeding six feet in length (hereinafter referred to as leash restraint); or
      (2)   A chain or leash capable of extending leash lengths greater than six feet if the leash is retracted so it does not exceed six feet in length when the dog or cat is being approached or approaching within ten feet of other persons and/or other animals (hereinafter referred to as leash restraint); or
      (3)   Accompanied by and under the control and direction of the owner or other responsible person by voice control so as to be effectively restrained by command as by a leash (hereinafter referred to as verbal restraint).
