A certain document, three (3) copies of which are on file in the office of code enforcement of the city, being marked and designated as international energy conservation code, 2009 edition, as published by the International Code Council, for the purpose of prescribing regulations for the design of building envelopes to provide for adequate thermal resistance and low air leakage, and for the design and selection of mechanical, electrical and illumination systems and equipment which will enable the effective use of energy in new building construction; and each and all of the regulations, provisions, penalties, conditions and terms of said international energy conservation code are hereby referred to, adopted and made a part hereof as if fully set out in this section, with the additions, insertions, deletions and changes, if any, prescribed in section 150.046 of this chapter.
