§ 150.002 DELETIONS, ADDITIONS AND MODIFICATIONS TO ADOPTED BUILDING CODES.
   (A)   IBC. The following chapters and sections of the International Building Code as adopted in § 150.001(A) are hereby revised as follows:
      (1)   Chapter 1. Administration. Delete Chapter 1, sections 101 to and including 115. See §§ 31.065 through 31.087 of the Winthrop Harbor Municipal Code, which shall be substituted in their entirety.
      (2)   Sec. 202. General definitions. Add the following new definitions:
   Penthouse. Add the following wording to the existing sentence to read: “which shall be used for mechanical equipment only.”
   Width, clear. A clear, unobstructed opening, aisle or corridor, measured horizontally and/or vertically between walls, sash or to any other limiting factors or projections into the width. Where required widths or openings are specified for various elements of egress or escape in Chapter 10 or elsewhere, the minimum clear widths or openings shall be measured from wall to wall or from wall to any projection into the corridor for corridors, from door jamb to the leaf of the door in an opened position for door openings and from the top of the sill or from the window frame to the sash of a window in an opened position or to a mullion for windows. Example: A 32-inch nominal wide door leaf, which is one and three-fourths (1-3/4) inches thick, actually has a clear door opening of only twenty-nine and one-fourth (29-1/4) inches, between the door jamb and the door leaf, in an opened position, using standard door hanging hardware and methods.
      (3)   Sec. 402.8 Automatic Sprinkler System (Covered Mall Buildings). Delete the Exception.
      (4)   Sec. 403.1. Applicability. Reword the sentence to read as follows: The provisions of this section shall apply to all buildings having floors used for human occupancy located more than six (6) stories or more than seventy-five (75) feet above the lowest level of Fire Department vehicle access.
      (5)   Sec. 403.2 Automatic Sprinkler system (High Rise Buildings). Delete Exceptions 1 and 2. See § 93.18 of the Winthrop Harbor Municipal Code.
      (6)   Sec. 404.3. Automatic Sprinkler Protection (Atriums). Delete exceptions 1 and 2 in their entirety. See § 93.18 of the Winthrop Harbor Municipal Code.
      (7)   Sec. 407.6. Automatic Fire Detection (Group I-2). Delete Exception 1 and 2 in their entirety.
      (8)   Sec. 410.6 Automatic Sprinkler Systems (Stages and Platforms). Delete Exception #2.
      (9)   Sec. 421. Public Bathrooms. Add this new Section 421 and add subsection 421.1 as follows:
   Sec. 421.1. Coat Hooks. In each new public bathroom toilet stall there shall be installed two coat hooks for use by the public; one at 48" above the floor, and one at 62" above the floor.
      (10)   Sec. 507.2 Sprinklered, One-Story. Delete the exceptions under this section in their entirety. See section 6-118, pertaining to fire district limits, and Chapter 154, Zoning, of the Municipal Code.
      (11)   Sec. 901.4. Threads. Add the following sub-section:
         Section 901.4.1. Fire Hydrants.
      Fire hydrants. Fire hydrants installed on private property shall be located and installed as directed by the Fire Department. Fire hydrants shall conform to the standards of the administrative authority of the jurisdiction and the Fire Department. Fire hydrants shall not be installed on a water main less than eight (8) inches in diameter.
      (12)   Sec. 901.6.1. Automatic Sprinkler Systems. Add to the first sentence per the Village Sprinkler Ordinance, § 93.18 of the Winthrop Harbor Municipal Code.
      (13)   Sec. 901.6.3. Group H. Delete the exception.
      (14)   Sec. 903.1.1. Alternative Protection (Automatic Sprinkler Systems). Delete the section in its entirety and substitute the following: See § 93.18 of the Winthrop Harbor Municipal Code.
      (15)   Sec. 903.2. Where required (Automatic Sprinkler Systems). Delete the present wording of section 903.2 and the exception in its entirety and substitute the following:
      Where required. Automatic fire suppression systems shall be installed in accordance with the requirements of § 93.18 of the Winthrop Harbor Municipal Code.
      (16)   Secs. 903.2.1 through and including 903.2.3.1. Delete sections their entirety with no substitution. See § 93.18 of the Winthrop Harbor Municipal Code.
      (17)   Secs. 903.2.6 through and including 903.2.6.1. Delete sections in their entirety with no substitution. See § 93.18 of the Winthrop Harbor Municipal Code.
      (18)   Secs. 903.2.8 through and including 903.2.10.1.3. Delete sections in their entirety with no substitution. See § 93.18 of the Winthrop Harbor Municipal Code.
      (19)   Sec. 903.3.1.1.1. Exempt locations (NFPA 13 Sprinkler Systems). Delete Exemption Numbers 2, 3, and 4.
      (20)   Sec. 903.3.5. Water Supplies (Automatic Sprinkler Systems). Delete the words “International Plumbing Code” and substitute “The State of Illinois Plumbing Code.”
      (21)   Sec. 903.4. Sprinkler System Monitoring and Alarms. Delete Exceptions 4, 5, and 7.
      (22)   Sec. 903.4.1. Signals (Transmitted). Delete the paragraph after the first “to” and replace with “the Village of Winthrop Harbor Dispatch Center.”
         Add the following section:
      Sec. 905.2.1. (Installation Standards, Standpipe Systems). Per the Village of Winthrop Harbor Fire Prevention Code, all standpipe systems shall be supplied by a separate riser or floor control valve.
      (23)   Sec. 905.3.1. Building Height (Required Installation, Standpipe Systems). Change “Class III” to “Class I” and change “more than 30 feet” to “30 or more feet” in each line.
      (24)   Sec. 905.3.2. Group A (Standpipe Systems). Delete Exceptions 1 and 2.
      (25)   Sec. 905.3.4. Stages (Standpipe System). Delete the Exception.
      (26)   Sec. 905.4. Location of Class 1 standpipe hose connections. Add a location 7 to read as follows:
      All additional areas of the building so as to be reached using one hundred (100) feet of fire hose and a thirty-foot nozzle stream.
      (27)   Sec. 907.2. Where required (Fire Alarm and Detection Systems). Delete the Exceptions in Sections 907.2.1, 907.2.2, 907.2.3, 907.2.4, 907.2.6, 907.2.6.1 and 907.2.7.
      (28)   Sec. 907.2.9. Use Group R-2 (Fire Alarm and Detection Systems). Delete Exception 3.
      (29)   Sec. 907.2.10. Single and Multiple-Station Smoke Alarms. Add to end “and per the State of Illinois Smoke Detector Act.”
      (30)   Sec. 907.3.1. Location (Manual Fire Alarm Boxes - Group E). Delete the Exception.
      (31)   Sec. 907.6.1. Activation (Fire Alarm and Detection Systems). All fire alarm signals shall be transmitted by an approved addressable fire alarm panel. The fire alarm signal shall be transmitted to the Village Communications Center via an A.E.S. radio.
      (32)   Sec. 907.8. Zones. Delete the section in its entirety. See the Fire Prevention Code of the village.
      (33)   Sec. 1008.1.1. Size of doors. Add exception 9 to this section to read: 9. In use group R-3, the exit door shall have a minimum door leaf of thirty-six (36) inches, and service doors and interior habitable room doors shall have minimum door leafs of thirty (30) inches.
      (34)   Sec. 1008.1.8.6. Delayed egress locks. Add “With prior approval of the fire official” to the beginning of the first sentence.
      (35)   Sec. 1013.1. Where required (Guards). Change first sentence by deleting “30 inches (762 mm)” to read “three (3) risers or eighteen (18) inches.”
      (36)   Sec. 1023.2. Use in a means of egress (exterior exit ramps and stairways). Add the following third sentence to read as follows: Nor shall exterior stairways be accepted without proof of hardship acceptable to the building official and approved by the appearance review commission.
      (37)   Chapter 11. Accessibility. Delete Chapter 11 in its entirety. See the “Illinois Accessibility Code,” as published by the capital development board of the state, April 1997 edition and subsequent amendments, per state statute.
      (38)   Sec. 1206. Yards or courts. Delete section 1206.2 in its entirety. See Chapter 154, Zoning, of the Municipal Code.
      (39)   Sec. 1207. Sound transmission control. Delete the present wording and section numbers and substitute the following:
      Sec. 1207.1. Scope. This section shall apply to all common interior walls, partitions and floor/ceiling assemblies between adjacent dwelling units, horizontally or vertically, and between a dwelling unit and adjacent public areas such as halls, corridors, stairs, service areas or other common areas, in all buildings of use group R, except detached single-family dwellings.
      (40)   Sec. 1207.2. Airborne noise. Partitions and floor/ceiling assemblies separating dwelling units from each other or from building service and common areas shall have a minimum sound transmission class (STC) of not less than 54 for airborne noise when tested in accordance with ASTM E90 listed in Chapter 35. This requirement shall not apply to dwelling unit entrance doors, but such doors shall be tightfitting to the frame and sill.
      (41)   Sec. 1207.3. Structureborne sound. Floor/ceiling assemblies between dwelling units and between dwelling units and building service and common areas shall have an impact insulation class (IIC) rating of not less than 51 when tested in accordance with ASTM E492 listed in Chapter 35.
      (42)   Sec. 1207.4. Isolation of plumbing, heating and ventilation systems. No plumbing waste, drain, vent or piping serving one (1) dwelling unit shall be installed in a bedroom, dining room or living room partition of another dwelling unit. Heating and air conditioning ducts, grills, registers and diffusers shall not be used to supply more than one (1) dwelling unit. Where common supply and return ducts are necessary, they shall be lined with approved sound deadening duct liner and approved sound attenuating devices shall be installed in the openings from the common ducts into the dwelling units. All penetrations or openings in common walls between dwelling units or between dwelling units and any type of building common area, such as pipe sleeves, medicine cabinets, chutes, electrical boxes or other similar equipment or devices, shall be offset and packed, sealed, or isolated by sufficient mass and/or specialized sound deadening materials to maintain the required sound transmission class rating.
      (43)   Sec. 1207.5. Tested assemblies. Assemblies of building construction listed in GA600, listed in Chapter 35 or tested in accordance with ASTM E 90 or ASTM E 492 may be accepted as having the required STC and IIC ratings specified therein for determining compliance with the requirements of this section.
      (44)   Sec. 1208.3 Room area. In the second sentence, change “not less than seventy (70) square feet” to read “not less than one hundred (100) square feet.”
      (45)   Sec. 1209.2. Attic spaces. In the first sentence, change the phrase “twenty (20) inches by thirty (30) inches” to “twenty-two (22) inches by thirty-six (36) inches”.
      (46)   Sec. 1607.1. Minimum uniformly distributed live loads, table 1607.1. Minimum uniformly distributed live loads, occupancy or use, residential habitable attics and sleeping rooms: change 30 PSF live load to 40 PSF live load.
      (47)   Sec. 1608.1. General. Add the following: Design snow loads and all minimum live loads shall not be less than thirty (30) pounds per square foot.
      (48)   Sec. 1715.1.2. Vertical load capacity for joist hangers. Add new number 6 to existing text, to read:
         6.    Metal joist hangers shall be installed to connect joist tails to headers, where the joist span is eight (8) feet or more between bearing points, and shall be used to support headers where the header span is four (4) feet or more in length.
      (49)   Sec. 1805.2.1. Frost protection (Depth of Footings). Delete present wording and substitute the following: Except when erected upon solid rock or otherwise protected from frost action, foundations, walls, piers and other permanent supports of all buildings and structures larger than one hundred twenty (120) square feet in area or ten (10) feet in height shall extend a minimum of forty-two (42) inches below the finished outside grade and concrete spread footings as provided by code shall be provided to distribute all live and dead loads to the underlying allowable bearing values of the soil. Alternatively, such structures shall be supported on piles when solid rock is not available. Footing shall not bear on frozen soils. In all cases, footings shall be designed according to accepted engineering practices.
         Exception: For temporary structures see IBC Sec. 3103.
      (50)   Sec. 1805.4.2.3. Plain concrete footings. Delete the present wording of section 1805.4.2.3 and its exception and substitute the following: Spread footings on soil shall be a minimum of eight (8) inches in depth and eighteen (18) inches wide, with the concrete foundation wall centered on the footing width. There shall not be less than four (4) inches of footing between the footing edges to either side of the foundation wall.
      (51)   Sec. 1805.4.3. Masonry unit footings. Delete sections 1805.4.3, 1805.4.3.1 and 1805.4.3.2 in its entirety without substitution.
      (52)   Sec. 1805.4.5. Timber. Delete section 1805.4.5 in its entirety without substitution.
      (53)   Sec. 1805.4.6. Wood foundations. Delete section 1805.4.6 in its entirety without substitution.
      (54)   Sec. 1805.5 Foundation walls. In the first sentence, change the wording to read: Concrete foundation walls shall be designed in accordance with Chapter 19 except that no masonry foundations shall be permitted.
      (55)   Sec. 1805.5.1. Foundation wall thickness. Delete the words “and masonry.”
      (56)   Sec. 1805.5.1.1. Thickness at top of foundation wall. Delete the present wording of section 1805.5.1.1 and substitute the following: The thickness of plain concrete foundation walls shall not be less than eight (8) inches nor shall the thickness of the foundation wall be less than the wall to be supported.
      (57)   Sec. 1805.5.1.2. Thickness based on soil loads, unbalanced backfill height and wall height. Delete the second and third sentences in their entirety and add: “The thickness of plain concrete foundation walls shall not be less than eight (8) inches nor shall the thickness of the foundation wall be less than the wall to be supported.”
      (58)   Sec. 1805.5.2. Foundation Wall Materials. Delete the second sentence.
      (59)   Sec. 1805.5.2.2. Masonry Foundation Walls. Delete Section in its entirety.
      (60)   Sec. 1807.4.2. Footing Drains.
         (a)   Footing drains shall be installed on the exterior of all basement footings and provisions shall be made to pick up groundwater around crawl spaces where there is a combination of a basement and a crawl space under the same building.
         (b)   Footing drains shall be bedded on two (2) inches of washed gravel with all mud, silt or other materials or debris removed prior to placing the gravel.
         (c)   Footing drains shall be placed on the side of the footing with the top of the drain below the top of the footing.
         (d)   The drain shall be covered with a minimum of six (6) inches of washed gravel (sizes one-half to three-fourth inch) to a point not less than three (3) inches above the top of the footing and covered with resin paper.
         (e)   Required window well drains shall be of four-inch, schedule 35 PVC or equal, connected to the footing drain by means of a “T.” The end of the riser shall be three (3) inches below the bottom of the basement window frame and shall be provided with a grate. The riser pipe shall be securely fastened to the wall and the window well shall be provided with coarse stone (no pea gravel), to a level adequate to cover the grate.
         (f)   The footing drain passing through the footing to the sump pump basin shall be of four-inch, schedule 35 PVC or equal.
      (61)   Sec. 2303.1. General. (“Minimum Standards and Quality - Wood”). Add the following: “Structural engineered wood I-joists or open web wooden trusses may be used in floor/ceiling assemblies in basements only when the structure is protected by sprinklers installed in conformity with § 93.18 of the Winthrop Harbor Municipal Code.”
      (62)   Sec. 2304.11.2.2. Wood Supported by Exterior Foundation Walls. Add the following to the end of the first sentence, to read: except that all sill plates shall be of pressure-treated wood.
      (63)   Sec. 2308.9.1. Size, height, and spacing. Add second sentence to read as follows: Studs used in bearing walls and partitions shall not be less than two (2) inches by four (4) inches, nominal, on sixteen (16) inches on center.
      (64)   Sec. 2308.9.2. Framing details. Delete exception in its entirety.
      (65)   Sec. 2308.9.2.1. Top plates. Delete exception in its entirety.
      (66)   Sec. 2308.9.2.2. Top plates for studs spaced at 24 inches (610 mm). Delete section in its entirety.
      (67)   Sec. 2308.9.2.3. Nonbearing walls and partitions. Delete present wording and substitute the following: Studs in nonbearing walls shall be two (2) inches by four (4) inches nominal spaced not more than twenty-four (24) inches on center and shall be set the same as bearing walls. Flat stud nonbearing walls may be permitted for short span walls with prior approval. Single top plates may be used with prior approval if all joints, corners and intersections are tied together with galvanized steel ties, three (3) inches by six (6) inches by 0.036 inch thick, spiked with three (3) 8d nails per side.
      (68)   Sec. 2308.10.3. Rafter spans. Add a new sentence to the end of the existing paragraph to read as follows: Roof structures with roof rafter lengths over eighteen (18) feet long shall be structurally calculated for all live loads and actual dead loads and the plans shall show all required crossties, blocking and bracing necessary to resist deflection and shall show the typical connection detail at the top plate for load transfer, and to resist uplift and spreading of the supporting walls and shall show the bracing for any gable end wall.
      (69)   Sec. 2406.3 Hazardous locations. Add a new number 12 to the existing specific hazardous areas.
         12.   In all buildings except one-and two-family dwellings, a visual horizontal “Warning” band of not less than four (4) inches wide and thirty-six (36) inches above the floor, or permanently mounted drapes, blinds or other similar visual warning devices shall be provided across glazing in fixed panels adjacent to pedestrian walkways or doors to provide visual warning that glazing is present and is not an open walkway, when, in the opinion of the building official, such additional visual warning is necessary.
      (70)   Chapter 27. Electrical. Delete Chapter 27 in its entirety. See § 150.001(E) of the Winthrop Harbor Municipal Code adopting the NEC.
      (71)   Chapter 29. Plumbing systems. Delete Chapter 29 in its entirety. See § 150.001(C) of the Winthrop Harbor Municipal Code adopting the Illinois Plumbing Code.
      (72)   Sec. 3001.5 Elevator Standards Adoption. The design, construction, installation, and alteration of elevators and conveying systems and their components shall comply with the following standards:
         A.   American Society of Mechanical Engineers (ASME):
            1)   Safety Code for Elevators and Escalators (ASME A17.1-2005), A17.1(a)-2005, and A17.1(s)-2005;
            2)   Guide for Inspection of Elevators, Escalators, and Moving Walks (ASME A17.2-2004);
            3)   Safety Code for Existing Elevators and Escalators (ASME A17.3-2005);
            4)   Safety Standard for Platform Lifts and Stairway Chairlifts (ASME A18.1-2005); and
            5)   Standard for Qualification of Elevator Inspectors (ASME QEI-1-2004).
         B.   American National Standards:
            1)   Safety Requirements for Personal Hoists and Employees Elevators (ANSI A10.4-2004).
         C.   American Society of Civil Engineers (ASCE):
            1)   Automated People Mover Standards (ASCE 21-2000).
      (73)   Sec. 3002.4. Elevator car to accommodate ambulance stretcher. Revise the first sentence to read: “When elevator(s) are installed in a building at least one elevator shall be provided for Fire Department emergency access to all floors.”
      (74)   Sec. 3006.5. Shunt trip. Add a last sentence to read as follows: The shutoff valve shall be located in the machine room with a permanent handle to attach to the valve for shutoff purposes.
      (75)   Sec. 3103. Temporary structures. Add the following subsections:
      Sec. 3103.5 Mobile units shall meet the following:
         (a)   Mobile units shall be of an approved design, constructed and maintained to be transported from one location to another and not mounted on a permanent foundation.
         (b)   Mobile units shall be provided with an anchorage and tie-down system to prevent overturning or uplift of the unit. The system shall be provided by eyelets embedded in a concrete platform with adequate anchor plates or hooks or other suitable means designed by the State licensed design professional to withstand all loads as required by this code.
      (76)   Sec. 3107. Signs. Delete Section 3107 in its entirety. See the sign regulations of chapter 154, Zoning, of the Winthrop Harbor Municipal Code.
      (77)   Sec. 3109. Swimming pool enclosures. Add the sections as follows and retain all other sections as printed:
Sec. 3109.3.1 Public swimming pool design. The design and detailing of the pool shall be as required by the pool design professional.
Sec. 3109.4.4 Residential swimming pool design. The design and detailing of the pool shall be as required by the pool design professional.
Sec. 3109.6. Safety devices. There shall be a safety hook or a Coast Guard-approved ring buoy and attached rope in the pool area when the water depth is more than four (4) feet deep at any point of the pool.
      (78)   Chapter 32. Encroachments into the Public Right-Of-Way. Delete Chapter 32 in its entirety. See Chapter 154, Zoning, of the Winthrop Harbor Municipal Code.
      (79)   Appendix D. Section D101. General (Fire District). Delete section in its entirety and refer to Chapter 93, Fire Prevention, of the Winthrop Harbor Municipal Code.
      (80)   Appendix D. Section D102.1. Types of Construction Permitted (Fire Area). Delete subsection and refer to Chapter 93, Fire Prevention, of the Winthrop Harbor Municipal Code.
      (81)   Appendix D. Section D103.1. Existing Buildings Within the Fire District. Delete subsection and refer to Chapter 93, Fire Prevention, of the Winthrop Harbor Municipal Code.
   (B)   IMC. The following chapters and sections of the International Mechanical Code as adopted in § 150.001 are hereby revised as follows:
      (1)   Sec. 101.1. Title. Insert “Village of Winthrop Harbor” as name of jurisdiction.
      (2)   Sec. 106.5.2. Fee schedule. Delete the present wording and substitute the following:
Fee schedule. The fees for all permits for all mechanical work are as provided for in § 150.003 of the Winthrop Harbor Municipal Code and shall include such other building, plumbing and electrical permits as may be necessary for the installation and completion of any mechanical installations.
      (3)   Sec. 108.4. Violation. Delete the first sentence and substitute the following:
Penalties. Any person, firm or corporation who shall violate any provisions of this code shall, upon conviction thereof, be subjected to a fine of not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00), and the costs of prosecution.
         Second sentence remains as printed.
      (4)   Sec. 108.5. Stop work orders. Delete section in its entirety and substitute the following:
Stop work orders. The procedures for executing, posting and releasing stop work orders are as provided in § 31.068 in the Winthrop Harbor Municipal Code.
      (5)   Sec. 109. Means of appeal. Delete section in its entirety and substitute the following:
Means of appeal. All appeals shall be taken to the board of building appeals and shall comply with all procedures and provisions of §§ 32.01 through 32.07, pertaining to the Planning and Zoning Board, of the Winthrop Harbor Municipal Code.
      (6)   Sec. 606.5. Smoke detector annunciator. The following is added as section 606.5 to read as follows:
Smoke detector annunciator. Air distributions systems required to have an approved smoke detector for installation within air ducts and/or plenums, but which do not require supervision, as provided for in 606.4.1, shall be provided with a local smoke detector annunicator in an accessible area where it can be seen, as approved by the fire official.
   (C)   WaterSense fixtures and irrigation controllers required. Pursuant to 17 Ill. Adm. Code 3730.307 (c)(4) and subject to the Illinois Plumbing Code (77 Ill. Adm. Code 890) and the Lawn Irrigation Contractor and Lawn Sprinkler System Registration Code (77 Ill. Adm. Code 892), all new plumbing fixtures and irrigation controllers installed after the effective date of the ordinance codified herein shall bear the WaterSense label (as designed by the U.S. Environmental Protection Agency WaterSense Program), when such labeled fixtures are available.
   (D)   IRC. The following chapters and sections of the International Residential Code as adopted in section 6-211 are hereby revised as follows:
      (1)   Chapter 1. Administration. Delete Chapter 1 in its entirety. See §§ 31.065 through 31.087 of the Winthrop Harbor Municipal Code, which shall be substituted in their entirety.
      (2)   Part VII. Plumbing. Delete Chapters 25 through 32 in their entirety. See § 150.001(C) of the Winthrop Harbor Municipal Code, adopting the Illinois Plumbing Code, which shall be substituted in their entirety.
      (3)   Part VIII. Electrical. Delete Chapters 33 through 42 in their entirety. See § 150.001(E) of the Winthrop Harbor Municipal Code, adopting National Electrical Code, which shall be substituted in their entirety.
      (4)   R-301.2. Climatic and Geographic Design Criteria. Amend Table R301.2(1) as follows:
         Ground Snow Load: 30 psf

         Seismic Design Category: A
         Subject to Damage From:
         Weathering: Severe
         Frost line depth: 42”

      (5)   R301.5 Live Load. All live loads shall not be less than thirty (30) pounds per square foot. Revise Table R301.5 sleeping rooms live load to be “40”.
      (6)   R311.4.2 Door Type and Size. In the last sentence, after the word “dimensions”, add the phrase “Except that doors in required means of egress from habitable spaces shall be a minimum of 78 inches in height and a minimum of 30 inches in width”.
      (7)   R-402.1 Wood Foundations. Substitute Section R-402.1 in its entirety with the following: Wood foundations shall not be permitted. Delete the following relations sections as noted: R401.1 the third and last sentences; R401.1 Exceptions #1 and 2; R403.2; R403.1(2); R403.1(3); R404.2; R405.2 and R403.1 the words “wood foundations.”
      (8)   R-402.2 Concrete (Foundations). Add the following: Masonry foundations shall not be permitted. Delete the following related sections as noted: R403.1 in the first sentence “or fully grounded masonry or”; R404.1.1; R404.1.8.
      (9)   R-403.1.1. Minimum Size (Footings). Replace the third and fourth sentences with the following: Spread footings on soil shall be a minimum of 8” deep and 18” wide with the concrete foundation wall centered on the footing width with a minimum of 4” of footing between the footing edges to either side of the foundation wall.
      (10)   R-403.1.4 Minimum Depth (Footings). Delete section and substitute the following: Except when erected upon solid rock or otherwise protected from frost action, foundations, walls, piers and other permanent supports of all buildings and structures larger than one hundred twenty (120) square feet in area or ten (10) feet in height shall extend a minimum of forty-two (42) inches below the finished outside grade and concrete spread footings as provided by code shall be provided to distribute all live and dead loads to the underlying allowable bearing values of the soil. Alternatively, such structures shall be supported on piles when solid rock is not available. Footing shall not bear on frozen soils. In all cases, footings shall be designed according to accepted engineering practices.
      (11)   R-404.1.5 Foundation Wall Thickness Based on Walls Supported. Delete the present wording of section R404.1.5 and substitute the following: The thickness of plain concrete foundation walls shall not be less than eight (8) inches nor shall the thickness of the foundation wall be less than the wall to be supported.
      (12)   R405.1 Footing Drains.
         (1)   Footing drains shall be installed on the exterior of all basement footings and provisions shall be made to pick up groundwater around crawl spaces where there is a combination of a basement and a crawl space under the same building.
         (2)   Footing drains shall be bedded on two (2) inches of washed gravel with all mud, silt or other materials or debris removed prior to placing the gravel.
         (3)   Footing drains shall be placed on the side of the footing with the top of the drain below the top of the footing.
         (4)   The drain shall be covered with a minimum of six (6) inches of washed gravel (sizes one-half to three-fourth inch) to a point not less than three (3) inches above the top of the footing and covered with resin paper.
         (5)   Required window well drains shall be of four-inch, schedule 35 PVC or equal, connected to the footing drain by means of a “T.” The end of the riser shall be three (3) inches below the bottom of the basement window frame and shall be provided with a grate. The riser pipe shall be securely fastened to the wall and the window well shall be provided with coarse stone (no pea gravel), to a level adequate to cover the grate.
         (6)   The footing drain passing through the footing to the sump pump basin shall be of four-inch, schedule 35 PVC or equal.
      (13)   R408.4 Access. Change the minimum opening sizes in sentences two, three and four to read: “22 inches by 36 inches.”
      (14)   R502.2 Add subsection R502.2.3 as follows:
R502.2.3 Prefabricated Wood I-Joists (Design and Construction). Structural engineered wood I-joists or open web wooden trusses may be used in floor/ceiling assemblies in basements only when the structure is protected by sprinklers installed in conformity with § 93.18 of the Winthrop Harbor Municipal Code.
      (15)   R-502.3.1 Sleeping Areas and Attic Joists. Change “Table R502.3.1(1)” to “Table R502.3.1(2)” and change the design live load of “30 psf (1.44 kn/m2)” to “40 psf.” Revise: Table R301.5 sleeping rooms live load to be “40.”
      (16)   R-502.11.1 and R-802.10.2 Design (Wood Truss). Change the last sentence to read as follows: The truss design drawings with related stress diagrams shall be prepared, signed and seals by an architect and/or structural engineer licensed in the State of Illinois.
      (17)   R807.1 Attic Access. Attic access openings shall be a minimum of twenty-two (22) inches by thirty-six (36) inches with at least thirty-six (36) inches of headroom above the access opening, and shall be readily accessible for emergency access. A walk-in closet aisle of sufficient size may be acceptable but closets are generally not acceptable.
      (18)   Appendix K. Section AK102 Structural-Borne Sound. Revise minimum STC rating from 45 to 54.
      (19)   Appendix K. Section AK103 Structural-Borne Sound. Revise minimum IIc rating from 45 to 51.
