§ 150.003 BUILDING PERMIT FEES; CONSTRUCTION VALUATION.
   (A)   Basic building permit fees.

   (B)   Final Inspections. The cost of the final inspection and a return to the site to verify that all matters requiring corrections (as determined at the time of final inspection) have been completed shall be deemed to have been included in the building permit fee.
   (C)   Additional Inspections. An additional charge of $100 per inspection will be assessed for every visit to the site by the Building Inspector after the final inspection has been requested and made as defined in division (B) and it has been determined that additional visits by the Inspector are required because of non-compliance.
   (D)   Plan Review Fees:
      (1)   Commercial or industrial: $50 per hour or part thereof used by plan reviewer, $100 minimum charge.
      (2)   Condominium or apartments: $50 per hour or part thereof used by plan reviewer, $100 minimum charge.
      (3)   Multiple Family: $50 per hour or part thereof used by plan reviewer, $100 minimum charge.
      (4)   Single Family: $250 flat rate.
      (5)   Garages, screen porches, decks: $50 flat rate.
   (E)   Bonds. In addition to other security to be provided by a developer, subdivider, builder or owner of record, a construction site bond, letter of credit or other security acceptable to the village will be required on all new residential construction prior to the issuance of any building permits in an amount sufficient to cover the estimated repairs or restoration to any previously or newly installed improvements to ensure they have been or will be maintained as required by village ordinance. The bond will be inclusive of the following:
      (1)   Sidewalks.
      (2)   Public utilities.
      (3)   Curbs, gutters and other drainage requirements.
      (4)   Roadway pavement restoration.
      (5)   All erosion and sediment control methods.
      (6)   As built grading plan. Prior to issuance of the certificate of occupancy, it is required to furnish the Building Department with an as built grading plan signed and sealed by an Illinois registered professional engineer or an Illinois registered land surveyor. The Village Engineer will review this document for approval and acceptance. It will remain a permanent record and placed on file with the Village Clerk.
   (F)   Valuations. For the purposes of computing building and construction valuations toward establishing fees for the issuance of building and construction permits, the rates of structural valuations hereinafter set forth shall apply. For types or methods of construction not specified herein, the Building Official shall establish valuations based upon and comparable to structures contained herein of similar construction, use, design, and materials.
      (1)   Residential valuation. The value of construction shall be calculated per square foot as follows:

      (2)   Commercial valuation. The value of commercial construction shall be calculated per square foot as follows:
         (a)   An initial value of $75 per square foot shall be assigned to the building, and an initial fee calculated based upon that value; and
         (b)   At the time that the building is scheduled to receive a final occupancy permit (with or without tenant improvements), the developer shall be required to submit a sworn contractor’s statement showing the exact cost of all improvements. A final calculation shall be made on the basis of the final, exact cost, with the developer being charged or credited for any underpayment or overpayment at that time. The final occupancy permit shall not be issued unless and until this step is completed, and all sums due the village have been paid in full.
      (3)   Commercial tenant improvements. The value of commercial tenants’ improvements shall be calculated at $115 per square foot, including the entire area leased to the tenant which is under roof and within the shell of any commercial building.
      (4)   Residential basements. The square footage of residential space shall be calculated on the basis of living area on the first or second floor, ignoring any improved living area in any basement. The value of the construction of a basement living area in any residential building shall be $50 per square foot.
      (5)   The square footage of commercial space shall include all areas under roof and inside the shell of the building, including any basement space.
   (G)   In addition to the fees hereinabove set forth in divisions (B) through (F), the Building Official upon issuance of a building permit shall collect from the applicant the water main tap-in fees and the sewer line tap-in fees, and applicable front footages for sewer and water, where such services are available and in such amount as set by the Board of Trustees.
   (H)   The Building Official upon issuance of a building permit shall collect for the water meter in such amount as set by the Board of Trustees and shall record the serial number on the building permit application.
   (I)   Where bonds are required for the satisfactory completion of work, or to the repair of damage to public property, the Building Official shall record such bond upon the building permit application.
   (J)   Senior citizen discount. Senior citizen residents of this village shall be entitled to a discount in the amount of 10% of the total permit fee, which shall be credited toward the building fees otherwise due and payable provided that the following terms and conditions are met:
      (1)   The construction or repair is to a single-family residence owned by the applicant; and
      (2)   The applicant can provide a driver’s license or other appropriate documents proving that he or she has reached the age of 65 years; and
      (3)   The applicant provides evidence that he or she resides in the property which is the subject of the application; and
      (4)   This discount is only available for repairs or remodeling and is not available for new construction. In no case shall any permit fee be less than $50, regardless of discount or purpose.
   (G)   Professional fees. See § 36.04.
   (H)   Refunds. For refunds of building permit fees paid, see § 36.08.
