RATES; CHARGES; BILLING
(A) Rates and charges. There is hereby established, for the use of and service rendered by the waterworks system of the town, the following rates and charges based upon the use of water supplied by the waterworks system:

(B) Tracker. The volume usage based rates and charges established shall constitute the base rates (the “base rates”) for application of the tracker. The amount of the wholesale water cost tracker for the water works system of the town shall be computed as follows:
(Revenue Requirements/Historic Revenues Generated) x Existing Base Rates
(1) Revenue requirements = cost of wholesale water purchased for the prior 12 months x the percent of wholesale increase by the wholesale supplier (the “new cost”) + additional applicable taxes on increased revenues.
(2) Historic revenues generated = revenues generated by metered water billings for the prior 12 months as billed, excluding hydrant rental and other charges not based on water volume usage.
(3) Existing base rates = base rates + any increases for tracker adjustments.
(C) Bulk water service stations. Water purchased through a bulk water service station shall be charged at the rate of $0.55 per 100 gallons.
(D) Vacant properties. Properties that are vacant and have been disconnected from the waterworks system of the town at the request of the owner or user, or are vacant and not previously had water service to the property turned on, shall not be subject to the rates and charges of this section during such period of disconnection and vacancy. If there are multiple billed units for a single property, this section shall apply on a per unit basis.

(A) Fire hydrant charges. Each owner or user under a written agreement with the town, of a property with a structure thereon within the town, shall be charged a monthly fire hydrant charge and fire protection service charge according to the following schedules, and such charges shall be applicable irrespective of whether the property is vacant or disconnected from the waterworks system of the town.

The Pleasant School Township shall be charged according to the domestic (with meter) rate within the corporate limits of the town, as provided in § 51.35. The Town Council is hereby authorized to make such terms of contract for payment for water consumed by the school and for fire protection furnished the school as it may deem proper.
