§ 30.53 RESOLUTIONS AND RECORD THEREOF.
   (A)   Each resolution shall, before its introduction, be reduced to writing and, when adopted, shall be signed by the presiding officer and attested by the City Clerk, who shall then date and number it and file it in his or her office in a book for that purpose which shall be known as the “Record of Resolutions”.
   (B)   Resolutions and portions of resolutions which are repealed or amended by subsequent resolutions or ordinances shall be noted and initialed in the margin thereof by the City Clerk so as to show the date and number of the repealing or amendatory ordinance or resolution, but shall not be removed from the Record of Resolutions.

§ 30.54 RULES.
   (A)   The Common Council may by resolution adopt such rules as may be deemed desirable for the conduct of its meetings, the transaction of its business, and the official conduct of its members, and may include therein reasonable penalties for the violation thereof; but no such rule shall be inconsistent with the state law, the Charter, or this code.
   (B)   Such rules may include, among other subjects, the following:
      (1)   Appointment, jurisdiction, and duties of standing and special committees of the Council;
      (2)   Attendance at meetings of the Council by members and by others;
      (3)   Investigations and hearings, and compulsory attendance thereat of witnesses and the production of books and papers;
      (4)   Parliamentary procedure;
      (5)   Preservation of order at meetings; and
      (6)   Manner and form of petitions, applications, and other papers intended for presentation to the Council, and procedures relating thereto.

§ 30.55 REMISSION OF FINES AND PENALTIES.
   The Common Council may, on proper application, remit in part or in whole any fine or penalty imposed pursuant to authority of this code or other ordinance which shall be made to appear unjust, illegal, or excessive. All petitions for remissions of fines and penalties shall be verified by affidavit, and accompanied by a transcript of the record of the case and a statement of the evidence from the Mayor, or other officer rendering the judgment. Such petitions shall be referred to an appropriate committee of the Common Council for their careful investigation and report before being acted upon by the Council.

§ 30.56 PERSONNEL POLICIES ADOPTED.
   The personnel policies and procedures attached to the ordinance codified herein and made a part hereof be and they are hereby adopted as “the Personnel Policies and Procedures of the City of Weston” applicable to all employees of the city except elected officials, and in so far as they are not in conflict with any express statute of the state with respect to the employment of municipal police officers and municipal firefighters.

§ 30.99 PENALTY.
   (A)   Any person violating any provisions of this chapter for which no other penalty is provided shall be subject to the provisions of § 10.99.
   (B)   Any violation of § 30.16(A) shall be a misdemeanor and, upon conviction thereof, such employee or officer shall be fined not less than $50 nor more than $500, or other amount deemed appropriate by the Municipal Court, and shall automatically be removed from the office or position held by him or her.
