§ 71.046 SIGNALS BEFORE CHANGING COURSE; TURNING OR STOPPING.
   (A)   No person shall turn a vehicle at an intersection unless the vehicle is in proper position upon the roadway as required in §§ 71.041 through 71.044 or turn a vehicle to enter a private road or driveway or otherwise turn a vehicle from a direct course or move right or left upon a roadway unless and until such movement can be made with reasonable safety. No person shall so turn any vehicle without giving an appropriate signal in the manner hereinafter provided in the event any other traffic may be affected by such movement. A signal of intention to turn right or left when required shall be given continuously during not less than the last 100 feet traveled by the vehicle before turning.
   (B)   No person shall stop or suddenly decrease the speed of a vehicle without first giving an appropriate signal in the manner provided in this subchapter to the driver of any vehicle immediately to the rear when there is opportunity to give such signal.

§ 71.047 SIGNALS TO BE GIVEN BY HAND AND ARM OR SIGNAL DEVICE.
   Any stop or turn signal, when required herein, shall be given either by means of the hand and arm or by a signal lamp or lamps or mechanical signal device, but when a vehicle, is so constructed or loaded that hand and arm signals would not be visible both to the front and rear of such vehicle then such signals must be given by such a lamp or lamps or signal device.

§ 71.048 HAND AND ARM SIGNALS.
   All signals herein required given by hand and arm shall be given from the left side of the vehicle in the following manner, and such signals shall indicate as follows:
   (A)   Left turn: Hand and arm extended horizontally;
   (B)   Right turn: Hand and arm extended upward; and
   (C)   Stop or decrease speed: Hand and arm extended downward.

RIGHT-OF-WAY
§ 71.060 RIGHT-OF-WAY AT INTERSECTIONS.
   (A)   The driver of a vehicle approaching an intersection shall yield the right-of-way to a vehicle which has entered the intersection from a different street or highway. When two vehicles enter an intersection from a different street or highway at approximately the same time, the driver of the vehicle on the left shall yield the right-of-way to the vehicle on the right.
   (B)   The right-of-way rules declared in division (A) above are modified at through streets or highways and otherwise as hereinafter stated in this subchapter.

§ 71.061 RIGHT-OF-WAY WHEN TURNING LEFT.
   The driver of a vehicle within an intersection intending to turn to the left shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard, but such driver, having so yielded and having given a signal when and as required by this title, may make such left turn, and the drivers of all other vehicles approaching the intersection from the opposite direction shall yield the right-of-way to the vehicles making the left turn.

§ 71.062 RIGHT-OF-WAY AT THROUGH STREET OR HIGHWAY OR STOP INTERSECTIONS.
   The driver of a vehicle shall stop as required by W. Va. Code 17C-9 at the entrance to a through street or highway and shall yield the right-of-way to other vehicles which have entered the intersection from such through streets or highways or which are approaching so closely on such through street or highway as to constitute an immediate hazard but the driver having so yielded may proceed. The driver of a vehicle shall likewise stop in obedience to a stop sign as required herein at an intersection where a stop sign is erected at one or more entrances thereto although not a part of a through street or highway and shall proceed cautiously, yielding to vehicles not so obliged to stop which are within the intersection or approaching so closely as to constitute an immediate hazard, but may then proceed.
