DIVISION I: GENERAL INFORMATION
§ 38-1-1 PURPOSE.
   These rules and regulations are designed to govern the supply of electricity from the city Electric Department, to the customer to ensure satisfactory, safe and non-discriminatory department operation. They set forth the terms and conditions for establishing, maintaining, and discontinuance of electric service. They specify the terms of all agreements for service, except that the Electric Department reserves the right to enter into special contracts as provided herein.
