It is unlawful and an offense for any person, either for himself or acting as agent, employee or servant of any other person, to engage in any work or to erect any structures, tanks, machinery, pipelines or other appurtenances incident to the drilling for or protection of petroleum or natural gas or to operate, maintain or permit to exist any structures, tanks, machinery, pipelines, equipment or appurtenances incident to such production, or to use or maintain any property or premises for any of such purposes.
