The provisions of § 38-1-18 are intended for administrative guidelines and use only by the City of Waterloo, Illinois, hereinafter referred to as “city”, and shall not be construed to confer any rights, claims or causes of action upon a utility customer of any of the city's utility services on account of any disregard or violation of the provisions of § 38-1-18.
