A. Determination of stormwater services to be provided by the city, and construction of stormwater facilities and improvements to the stormwater drainage system, shall be made at the sole discretion of the city council.
B. The city engineer, or designated representative, shall recommend stormwater services to be provided by the city, and construction of the stormwater facilities and improvements to the stormwater drainage system, to the city council based upon engineering analysis, taking into consideration frequency of flooding events, potential loss of life, potential property damage, effect upon the general public and other factors affecting the purpose of this chapter.
