(A) It shall be unlawful for any person, firm or corporation, or any person in charge or having control of the personal property of any firm or corporation, to place any goods, wares, merchandise or other personal property on any street or sidewalk or alley of the city for exhibit, storage, sale or for any other purpose. However, this shall not apply to the parking of trucks or automobiles not for sale, nor to any act performed under order of the court.
(B) In any instance where personal property has or shall remain on any street, sidewalk or any space between the curb of the street and any sidewalk for a period of 24 hours or more, the same shall be unlawful, and any member of the police or Street Department of the city shall have the authority to remove the personal property without first giving notice to the owner or owners, and the owner of the personal property shall not be entitled to the possession of the same until the costs of moving and storage, if any, on the property is paid.

(A) It shall be unlawful for any person to encumber any of the streets or sidewalks of the city with any buildings, fences or other structures, vehicles, horses or any substance or material whatever so as to interfere with the free use of the same; provided, that the provisions of this section shall not apply to sidewalks under a permit issued by the city.
(B) No person or persons shall in removing any frame or other building, suffer the same to obstruct any street or alley of the city.
(C) It shall be unlawful to park or place any vehicle in the space between the curb and the sidewalk.

It shall be unlawful for any persons to deposit, place or leave any glass or other sharp substance or fragment of metal in any street, sidewalk, parkway, park or public place within the corporate limits of the city. Any person dropping any glass or other sharp substances or fragment of metal in any street, sidewalk, parkway, park or public place, whether accidently or not, who shall fail to remove the same from the street sidewalk, parkway, park or public place shall be deemed to have violated this section.

Every person who shall ride or drive any horse, mule, beast of burden or vehicle on any sidewalk in the city (except in the necessary act of crossing the same or of loading or unloading feed or fuel) shall be deemed guilty of obstructing the sidewalk.

It shall be unlawful for any person to congregate on any sidewalk in this city so as to prevent the free passage of all persons on or along the same; and it shall be the duty of the police to order all persons so congregated to dispense and leave the sidewalk and not to congregate again; and it shall be unlawful for any person or persons to disobey any order.

No person shall erect or maintain any sign, awning or other object extending over any public sidewalk in the city, unless a permit for its erection has been issued by the city and, provided further that the sign or awning should be at least 7 feet above the sidewalk.

CONSTRUCTION AND REPAIR
Before any contractor or builder shall proceed to erect any building or repair any building in the city, when the estimated cost of the improvement shall be more than $200, and where it becomes necessary to use and occupy any portion of the streets, alleys, sidewalks or driveways, by depositing thereon any stone, sand, gravel, brick, lumber or other building material, he or she shall apply to the Office of the Building Commissioner for a permit to do so. The decision to grant or deny such a permit shall be jointly made by the Building Commissioner, the CEO, the City Street Commissioner and the City Engineer pursuant to a decision-making process approved by the Board of Public Works.

No cement sidewalks or curbs and gutters shall be constructed at private contract, until a written permit is applied for at the Building Commissioner's Office. The decision to grant or deny such a permit shall be jointly made by the Building Commissioner, the CEO, the City Street Commissioner and the City Engineer pursuant to a decision-making process approved by the Board of Public Works.
