All shade trees growing along any of the public streets, alleys or highways of the city whose limbs or foliage extend over and above any sidewalks in the city shall be trimmed and pruned so that limbs and foliage shall not hang over than less 7 feet above the surface of sidewalks. The Clerk-Treasurer shall give a 30 day written notice by mail to all persons owning shade trees along sidewalks who fail to trim and prune the same as provided, and if the property owner fails so to do within 30 days, the city shall do the work and collect the cost from the abutting property owner in the same manner as assessment for street improvements.

The electric works and telephone company shall have the right to trim any limbs on any shade trees along the streets, alleys and highways that interfere with the use of the wires of the electric works or telephone company, but in the trimming of any limbs of any tree in the city for the purpose, it shall be done at the expense of the electrical works or telephone company, and in a manner so that trees are not injured or their beauty marred.
