(A) It shall be unlawful for any person, firm or corporation, or any person in charge or having control of the personal property of any firm or corporation, to place any goods, wares, merchandise or other personal property on any street or sidewalk or alley of the city for exhibit, storage, sale or for any other purpose. However, this shall not apply to the parking of trucks or automobiles not for sale, nor to any act performed under order of the court.
(B) In any instance where personal property has or shall remain on any street, sidewalk or any space between the curb of the street and any sidewalk for a period of 24 hours or more, the same shall be unlawful, and any member of the police or Street Department of the city shall have the authority to remove the personal property without first giving notice to the owner or owners, and the owner of the personal property shall not be entitled to the possession of the same until the costs of moving and storage, if any, on the property is paid.
