§37.21 CASH CHANGE FUND AND PETTY CASH FUN.
   (A)   The Council hereby establishes a cash change and petty cash fund for the Warrick County Sheriff’s Department ("Sheriff’s Department") in the following amounts:

   (B)   The amounts for the Sheriff’s Department Cash Change Fund established under this section shall be paid by warrant drawn on the appropriate fund in favor of the Warrick County Sheriff and shall be returned to the appropriate fund when the fund is no longer needed.
   (C)   The custodian of the Sheriff’s Department Cash Change Fund shall be the Warrick County Sheriff or designee, who shall use the fund to make change when collecting cash revenues. The Warrick County Sheriff or designee shall account for the fund in the same manner as other funds.
   (D)   The amount for the Sheriff’s Department Petty Cash Fund established under this section shall be paid by warrant drawn on the appropriate fund in favor of the Warrick County Sheriff and shall be returned to the appropriate fund when the fund is no longer needed.
   (E)   The custodian of the Sheriff’s Department Petty Cash Fund shall be the Warrick County Sheriff or designee, who shall use the fund to pay small or emergency items of operating expense. A receipt shall be provided for each expenditure made from the fund.

§ 37.22 WARRICK TRAILS DONATION FUND.
   (A)   The Board of Commissioners of Warrick County, Indiana, hereby establishes the Warrick Trails Donation Fund for the purpose of providing citizens and organizations the ability to support and maintain the Warrick Trails system. Monetary donations made payable to the “Warrick Trails Donation Fund” shall be placed in the Warrick Trails Donation Fund. The application of funds donated to the Warrick Trails Donation Fund shall be according to the discretion of the Board of Commissioners of Warrick County.
   (B)   The Warrick Trails Donation Fund shall be perpetual until terminated by the terms of this Ordinance or by enactment of a subsequent ordinance or amendment. In the event the Warrick Trails Donation Fund is terminated for any reason, the disposition of the fund balance, if any, shall be determined by the Board of Commissioners of Warrick County.

§ 37.23 ANIMAL CARE AND KEEPING FUND.
   (A)   The Board of Commissioners of Warrick County hereby establishes the Animal Care and Keeping Fund for the purpose of receipting any bond payments posted by an owner of an animal impounded pursuant to I.C. 35-46-3-6. The application of bond monies posted and receipted into the Animal Care and Keeping Fund shall be to fund the care and keeping of such animal(s) by Warrick County Animal Control, in accordance with I.C. 35-46-3-6.
   (B)   The Animal Care and Keeping Fund shall be perpetual until terminated by the terms of this section or by enactment of a subsequent ordinance or amendment. In the event the Animal Care and Keeping Fund is terminated for any reason, the disposition of the Fund balance, if any, shall be determined by the Board of Commissioners of Warrick County.

§ 37.24 PANDEMIC RELIEF FUND.
   (A)   The Board of Commissioners of Warrick County hereby establishes the Pandemic Relief Fund for the purpose of providing financial assistance to non-profit organizations in Warrick County in order to respond to, and mitigate against the effects of, COVID-19.
   (B)   An amount of $250,000 shall be placed in the Pandemic Relief Fund from Fund No. 1000.31116.000.0068. The application of monies in the Pandemic Relief Fund shall be according to the discretion of the Board of Commissioners of Warrick County.
   (C)   The Pandemic Relief Fund shall remain in effect until June 1, 2021, or until such time as the public health emergency, as declared by the Governor of the State of Indiana on March 6, 2020, expires or is otherwise rescinded, whichever occurs first. Following such termination of the Pandemic Relief Fund, the remaining fund balance, if any, shall revert to Fund No. 1000.31116.000.0068.
   (D)   Such financial assistance to non-profit organizations from the Pandemic Relief Fund shall be in the form of grant awards to each approved non-profit organization, in amounts to be determined by the Board of Commissioners of Warrick County. Warrick County shall enter into a grant agreement with each non-profit organization that is provided financial assistance from the Pandemic Relief Fund, which shall specify that said non-profit organization's use of such monies may be audited by Warrick County. The Board of Commissioners of Warrick may, from time to time, adopt other rules and procedures regarding the administration and/or provision of any financial assistance to non-profit organizations from the Pandemic Relief Fund.

§ 37.25 WEIGHTS AND MEASURES FUND.
   (A)   The Board of Commissioners of Warrick County hereby establishes the Weights and Measures Fund for the purpose of collecting penalties, fines, and damages recovered from violations of Chapter 112 of the Warrick County, IN Code of Ordinances. The application of monies deposited into the Weights and Measures Fund shall be for capital purchases for the Warrick County Weights and Measures Department, subject to appropriation of funds by the Warrick County Council, as well as to cover the costs of administering and enforcing Chapter 112 of the Warrick County, IN Code of Ordinances.
   (B)   The Weights and Measures Fund shall be perpetual until terminated by the terms of this section or by enactment of a subsequent ordinance or amendment. In the event the Weights and Measures Fund is terminated for any reason, the disposition of the fund balance, if any, shall be determined by the Board of Commissioners of Warrick County.

§ 37.26 ARP CORONAVIRUS LOCAL FISCAL RECOVERY FUND.
   (A)   The Board of Commissioners of Warrick County hereby establishes the ARP Coronavirus Local Fiscal Recovery Fund No. 8950 (the "Fund") for the purposes of receipting all ARP Funds allocated and distributed to the county under the ARP Act.
   (B)   The ARP Funds shall be used and applied in accordance with the purposes set forth in Section 603(c) of the Social Security Act, as added by Section 9001 of the ARP Act, as more particularly described as follows:
      (1)   To respond to the public health emergency with respect to COVID-19 or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or to aid impacted industries such as tourism, travel, and hospitality;
      (2)   To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers of Warrick County that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work;
      (3)   For the provision of government services to the extent of the reduction in revenue of Warrick County due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year of Warrick County prior to the emergency; or
      (4)   To make necessary investments in water, sewer, or broadband infrastructure.
   (C)   The Board of Commissioners and the Warrick County Council shall establish the plan, as may be amended from time to time, along with conditions and rules, which shall set forth the specific uses and applications of the ARP funds, and such plan, as may be amended and updated, is hereby incorporated into this section by reference.
   (D)   The ARP funds shall be appropriated by the Warrick County Council to the Fund before any use.
   (E)   Any and all expenditures of the ARP Funds shall be approved by the Board of Commissioners of Warrick County, with any and all claims to be paid from the Fund in accordance with routine claim processes, as outlined in I.C. 5-11-10-1.6, accompanied by sufficient supporting documentation as required under the plan.
   (F)   The Fund shall remain in effect until December 31, 2024, unless otherwise rescinded pursuant to enactment of a subsequent ordinance or amendment. Following such termination of the Fund, the remaining fund balance, if any, shall be paid to the United States Treasury Department, if required.
   (G)   The Warrick County Auditor shall maintain accurate and complete financial records concerning any expenditure of monies deposited and paid from the Fund.
   (H)   The ARP funds shall not be used for any type of deposit into any pension fund.
   (I)   This section may be amended at any time by the Board of Commissioners of Warrick County so long as such amendment complies with Section 603(c) of the Social Security Act, as added by Section 9001 of the ARP Act.

§ 37.27 ROAD USAGE AGREEMENT FUND.
   (A)   The Board of Commissioners of Warrick County hereby establishes the Road Usage Agreement Fund for the purpose of collecting fees paid to Warrick County as part of any road usage agreement executed by Warrick County pursuant to § 70.08 of the Warrick County, IN Code of Ordinances. The application of monies deposited into the Road Usage Agreement Fund shall be for the support and maintenance of all Warrick County highways, in the discretion of the Board of Commissioners.
   (B)   The Road Usage Agreement Fund shall be non-reverting and perpetual until terminated by the terms of this section or by enactment of a subsequent ordinance or amendment. In the event the Road Usage Agreement Fund is terminated for any reason, the disposition of the fund balance, if any, shall be determined by the Board of Commissioners of Warrick County.
