§ 131.26 KENNEL ENCLOSURES; INSPECTIONS.
   (A)   The primary enclosures for dogs and cats in kennels shall be constructed and maintained so as to provide sufficient space to allow each dog and/or cat to turn about freely and easily, to stand, and to sit and lie down in a comfortable, normal position. No more than three adult dogs or cats shall be housed in the same primary enclosure. All primary enclosures shall provide appropriate exercise floor space as provided in this chapter.
   (B)   The Animal Control Officer shall have the right to inspect all permanent or mobile kennels, pet shops, grooming shops, and animal welfare organizations, including, without limitation, shelters, rescues, and foster homes, and/or riding schools or stables at any time during normal business hours.
