§ 131.11 ANIMAL NUISANCE.
   (A)   No owner shall own, keep, possess, or otherwise harbor any animal that is a nuisance.
   (B)   The Animal Control Officer, in his or her sole discretion, shall determine whether an animal is considered a nuisance as defined in this chapter.
   (C)   An owner of an animal determined to be a nuisance shall be subject to a fine for violating this chapter. The Animal Control Officer may impound an animal determined to be a nuisance according to §§ 131.30 through 131.34.
