§ 14-208 PROMISE TO APPEAR.
   It is unlawful for any person to violate his or her promise to appear before the Municipal Court, regardless of the disposition of the charge for which the citation was issued.

§ 14-209 PERMIT: OPERATION OF TRACTION ENGINES, TRACTORS.
   The governing body may, in its discretion, issue special permits authorizing the operation upon a highway or street of traction engines or tractors having movable tracks with transverse corrugations upon the periphery of such movable tracks or farm tracts or other farm machinery, the operation of which upon a street or highway would otherwise be prohibited under this article.
§ 14-210 LOADING ZONES.
   The governing body, may, by resolution, designate curb areas as loading zones either for vehicle passengers or freight for a period of one year and renewable annually. Such zones shall be marked by appropriate signs in accordance with the determination of the governing body.
§ 14-211 SAME; APPLICATION.
   (a)   The application for the establishment of loading zones shall be as follows:
      (1)   Application shall be made in writing to the Chief of Police;
      (2)   The Chief of Police shall cause such application to be investigated and determine the necessity for the proposed loading zone as set forth in the application;
      (3)   The Chief of Police shall immediately thereafter report his or her findings to the governing body in writing together with his or her recommendation as to the disposition of the application; and
      (4)   After recommended disposition is made by the Chief of Police, the entire file shall be submitted to the governing body who will either approve or reject the recommendation.
   (b)   If the application is favorably acted upon, the City Clerk shall notify the Chief of Police who will cause the loading zone to be marked with appropriate signs or markings showing that such designated area is a loading zone.
   (c)   The privilege granted under this section may be revoked at any time by seven days’ written notice to the applicant. No rights granted hereunder are transferable.

§ 14-212 SAME; UNLAWFUL USE.
   No person or driver shall stop or park in any loading zone, when the same has been designated, established or marked as such for a period of time longer than is necessary for the expeditious loading or unloading of passengers or merchandise.
§ 14-213 BICYCLES, SKATEBOARDS, COASTERS, ROLLER SKATES OR SIMILAR DEVICES.
   No person shall ride any bicycle, skateboard, coaster, roller skates or similar devices, upon either C-1: Retail Business District, or C-2: General Commercial District, or upon any public parking lot owned and operated by a governmental unit in the city.
