§ 31.20 PUBLIC RECORDS; PUBLICATION.
   (A)   Public records. Every city officer shall keep a record of the official acts and proceedings of his or her office, and such record shall be open to public inspection during the business hours under reasonable restriction. Fees shall be charged for copies of any public records that are requested, pursuant to SDCL § 1-27-35.

   (B)   Publications. The Finance Officer shall deliver to the official newspaper within seven days, pursuant to SDCL § 9-18-1.1, a full account of the proceedings of each meeting of the City Council, giving a detailed statement of all expenditures of money, the names of the persons to whom payment is made, and showing the services rendered therefor. The newspaper publishing such proceedings shall receive payment as set by state law.
