741.03 STORAGE.
   In addition to all other requirements:
   (a)   All solid wastes, while awaiting collection, shall be stored in such a manner that they do not constitute a fire, health, or safety hazard or provide food or harborage for vectors, and shall be contained or bundled so as not to result in spillage. When containers for residential garbage are not at the curb for collection, they shall be stored in the garage of the residential structure or at the rear of the residential structure adjacent to the structure. All solid waste containing food wastes shall be securely stored in covered or closed containers which are non-absorbent leakproof, durable, easily cleanable, if reusable, and destined for safe handing. Containers shall be of an adequate size and in sufficient numbers to contain all food wastes, rubbish, and ashes that a residence or other establishment generates in the period of time between collections. Containers shall be maintained in a clean condition so that they do not constitute a nuisance, and to retard the harborage, feeding and breeding of vectors. When serviced, storage containers should be emptied completely of all solid waste.

   (b)   Storage of bulky wastes while awaiting collection shall include, but is not limited to removing all doors from large household appliances and covering the item(s) to reduce the problems of an attractive nuisance, and the accumulation of solid waste and water in and around the bulky item(s).
   (c)   All storage of commercial solid waste and containers while awaiting collection, not located within a fully enclosed building or structure, shall be completely enclosed by a solid wall, solid fence and solid gate not less than six feet in height.
   (d)   No owner or person in possession or in charge of any premises located within the Municipality shall maintain or permit the storage thereon of any solid wastes except while awaiting the next regular periodic collection and then only in accordance with the provisions of the Codified Ordinances, nor shall such owner or person fail to provide for the collection of solid wastes as provided by the Codified Ordinances.
   (e)   All recyclable materials while waiting collection, shall be stored in such a manner that they do not constitute a fire, health or safety hazard or provide food or harborage for vectors, and shall be contained so as not to result in spillage. All recyclable materials shall be cleaned and rinsed and put in a 20-gallon container for recyclable or co-mingled materials that is the official recycling container as designated by the City.
It shall be the duty of each person to insure that yard rubbish is not placed in solid waste or the recycling container that is set out for curb-side collection.
      (1)   Bags specifically designated for yard rubbish purchased from the refuse hauler at a cost not to exceed the yard bag rate set by Council, per Section 741.17 and the refuse hauler may contract with anybody to supply yard bags.
      (2)   The refuse hauler may refuse collection of any yard waste not disposed of in the manner prescribed in this section.
      (3)   The refuse hauler may refuse collection of any otherwise acceptable residential solid waste where the approved container also contains yard rubbish.
      (4)   The refuse hauler may refuse collection of any yard bag which contains material which is not yard waste.
