741.08 PLACEMENT OF RECEPTACLES.
   Containers for all residential garbage and residential rubbish and recycling materials shall be placed at the street curb or alley right-of -way line not sooner than twelve hours before the beginning of the day of normal collection thereof. For the purposes hereof, the beginning of the collection day shall be considered to be at 7:00 a.m.    (Ord. 881. Passed 2-6-90.)
 
741.09 REMOVAL OF EMPTY RECEPTACLES.
   Empty containers shall be removed from the street curb or alley right-of-way line within twelve hours after the end of the collection day. For the purposes hereof, the end of the collection day shall be considered to be 10:00 p.m. (Ord. 790. Passed 5-26-87.)
 
741.10 BUNDLED TRASH.
   If rubbish and debris is of such a nature that it cannot be put in the regulation containers, it shall be placed in bundles not to exceed seventy-five pounds in weight nor three feet in length. (Ord. 790. Passed 5- 26- 87.)
 
741.11 UNLAWFUL DEPOSITS.
   No person shall deposit any garbage, trash, rubbish, junk or other refuse into or upon a drain, gutter, water way, alley, sidewalk, street, vacant lot, any park or private property of another within the Municipal limits.

741.12 COLLECTION OF DISCARDED HOUSEHOLD GOODS.
   At such periodic times as may be determined by the Manager, the Municipality shall provide for the collection of discarded household goods. Announcement of such collections shall be made by the Clerk in the same manner as publication of Municipal ordinances and by other manner which the Manager may choose. The property owner or person in possession of or in charge of residential premises within the Municipality shall place all discarded household goods at the street curb or alley right-of-way line for collection within twelve hours of the beginning of the day of such collection. 741.13 STORAGE OF DISCARDED HOUSEHOLD GOODS AND OTHER ITEMS PROHIBITED.
   (a)    No owner or person in possession or in charge of any residential premises or vacant land located within the Municipality shall maintain or permit the storage thereon, outside of any fully enclosed building or structures, of any discarded household goods.
 
   (b)    No owner or person in possession or in charge of any residential premises or vacant land within the Municipality shall maintain or permit the storage thereon, outside of any fully enclosed building or structure, of any broken concrete or other refuse from repairs, alteration and new construction, except during the actual repair, alteration or construction of any building or structure located upon the premises or shall such owner or person maintain or permit the storage of any debris from any commercial or industrial establishments or operations thereon.

741.14 COMMERCIAL WASTE COLLECTORS.
   (a)   As used in this chapter, “commercial waste collector” means any person, firm, corporation, partnership or association who solicits, secures or accepts for hire, the collection within the Municipality of residential solid waste, commercial solid waste or discarded household goods upon a regular periodic schedule.
 
   (b)   No person, firm, corporation, partnership or association shall operate as a commercial waste collector within the Municipality without first having obtained and having a valid commercial waste collectors license issued by the Clerk.
 
   (c)   The license of any commercial waste collector who violates any provisions of this chapter or Chapter 701, in addition to any other penalty that may be provided, shall be subject to revocation of such license as provided in Chapter 701. (Ord. 790. Passed 5-26-87.)
 
741.15 INDIVIDUAL COLLECTION PROHIBITED.
   The collection of residential solid waste or residential rubbish and recycling materials in any quantity by an individual or an establishment is prohibited in any public or private place within the City limits during the term of any collection contract between the City and a private company.
